Wayne J. Barlow

Wayne J. Barlow passed away December 22, 2017, at the age of 83 from heart failure. Wayne was born in Evanston, Wyoming on March 5, 1934, to Arthur and Eleene Barlow. He attended school in Rock Springs and Evanston, Wyoming, and Ogden, Utah. While still in high school, he joined the Wyoming National Guard and served as artilleryman in Korea. On his return to the States, he graduated in 1952 from Weber High School in Ogden, Utah, where he was captain of the football team. He played football for Weber State which he attended before joining the Marine Corps in 1953. While stationed at the El Toro Marine Corps Air Station in California, Wayne met and married the love of his life, Marion Francke. Marion passed away in March of 2017 after 62 years of marriage. They had 4 children: Linnette, Kristi, Malia and Wayne.
Wayne earned a B.S. in Management/Economics/Applied Physics from Weber State University. He was hired by the Federal Aviation Administration (FAA) in 1959, where he served until retiring in 1990. He served at FAA headquarters in Washington DC as Executive Director for System Operations, and then Executive Director for Regulatory Standards and Compliance. Prior to that, he served as Regional Director of the Great Lakes and Northwest Mountain Regions, and in other executive positions. After retirement, he founded and was President of InterFlight Services, Inc., providing a wide range of services to the aviation industry. His work in both the public and private sectors took him around the world. Wayne was the consummate professional known for his integrity, competence, and dedication and he mentored countless individuals along the way.
Throughout his career, Wayne received numerous awards for leadership and service, but his proudest achievements were his family and the loving bond he shared with Marion and their children and grandchildren. Wayne’s personal interests included travel, the great outdoors, small-town living, trains, watching football, and spending time with loved ones. He loved learning and was a life-long student, especially of history. Most of all, Wayne liked and was genuinely interested in people. He was a vital presence to the end, and though gone from our sight, will remain in the hearts of all who knew and loved him.
Wayne is survived by daughters Linnette (John) Gill of North Grafton, MA; Kristi (Steven) Watters of Stevensville, MT; and Malia (Darryl) Jasmer of Sherwood, OR; a sister Arlene Esquevil of Ogden, UT; granddaughters Hannah, Caroline and Jennifer Jasmer of Sherwood, OR; grandsons Jack (Kate) Gill of Worcester, MA; and Rob (Dawn) Ramey of Sonoma, CA; great-grandson Reece Ramey also of Sonoma, CA; and many nieces and nephews. He was preceded in death by his wife Marion, son Wayne Francke Barlow, brothers Robert, Richard and Bernard Barlow; and his parents. A celebration of Wayne’s life will be held in early summer.
